SEEN: The Four'easter Begins

The "four'easter" -- the fourth nor'easter to punch the region within a month -- was underway by 7:30 a.m. with a mix of sleet and rain. The area is under a winter weather warning, with between 6 and 12 inches of snow possible by the time the storm winds down tonight. The National Weather Service says snow totals along the coast could be on the low end because of the rain and sleet. Meanwhile, Gov Phil Murphy declared a state of emergency for the entire state, and schools and government offices are closed. And if you were wondering, the nor'easter  has a name: Winter Storm Toby.
